Experience and Knowledge Sharing session for All Officers of the CIABOC (Focused on recently pronounced landmark judgment (SC/ TAB 1A/2020 and SC/ TAB 1B/2020 creating a turning point in the Bribery Law in Sr Lanka) @ TAJ SAMUDRA

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) with the support of the UNDP Sri Lanka successfully organized a 2 day Experience and knowledge sharing workshop on February 25 th & 26 th , 2023 @ Cristal Ballroom, Taj Samudra Hotel, Colombo, focusing on the Supreme Court landmark judgment, SC/ TAB 1A/2020 and SC/ TAB 1B/2020 Commission to Investigate Allegations of Bribery or Corruption Vs Indiketiya Hewage Kusumdasa Mahanama, Chief of Staff to the President & Piyadasa Dissanayake, Chairman, State Timber Corporation creating a turning point in the Bribery Law on 11 th of January 2023.

Four panel discussion sessions with the participation of the Additional Solicitor General, Presidents Counsel Ms.Ayesha Jinasena, Deputy Solicitor General Mr. Janaka Bandara, Mr.Udara Karunathilake, State Counsel, Mr. Ruwan Kumara, SSP, Director, Crime Record Division, Mr.J.M.R.Jayasundera, Government Examiner of Questioned Documents, Government Analyst Department and B.M.A.S.K.Senaratne, CI OIC, Digital Forensic Laboratory, Criminal Investigation Department were held during the 2 day workshop, to develop the capacity and the knowledge of the officers on the modern investigation techniques and novel legal concepts. Panel discussions were moderated by Mrs. Subashini Siriwardana, Assistant Director General, CIABOC, Assisted by Mrs. Anusha Sammandapperuma, Assistant Director (Legal) On behalf of the Commission, Chairperson Hon. Justice Eva Wanasundera, Commissioners, Justice Deepali Wijesundera , Mr. Chandra Nimal Wakishta and Hon High Court Judge Mr. W. K. D. Wijeratne Director General – CIABOC, Senior Counsels from the Attorney General Department, CIABOC Prosecutors, Investigation Officers and officers representing the other units of CIABOC participated at the event.

In conducting the investigation related to this incident, several modern investigative techniques were employed and professional excellence was also reflected by the prosecution. Several novel legal concepts such as Voice Identification was identified as a science and the admissibility of the legal concept of Entrapment was considered lengthily.

It was also intended to appreciate the persistent hard work and diligent effort put in to by the investigation team and the prosecutors by achieving and securing the conviction in Permanent Trail at Bar and in the Supreme Court.
