24 years imprisonment imposed on former Chairman of Deraniyagala Pradeshiya Sabha, Anil Champika Wijesinghe

The Hon. Judge of the Colombo High Court, Mr. Gihan Kulathunga convicted the former Chairman of Deraniyagala Pradeshiya Sabha, Anil Champika Wijesinghe on 04.07.2019, the first accused of the indictment served by the Director General of the Commission to Investigate Allegations of Bribery or Corruption. He was convicted for the 1st, 2nd, 5th and 6th counts of the indictment and imposed 24 years of rigorous imprisonment as he was sentenced to 6 years for each count convicted. Furthermore, a fine of Rs.20, 000/- was imposed as Rs.5,000/- per each count carrying with a default sentence of 1 year rigorous imprisonment. He was further ordered to pay a compensation of Rs.250, 000/- to the complainant carrying with a default sentence of 2 years rigorous imprisonment. Further Hon. High Court Judge ordered 1st Accused to pay a fine of Rs. 400,000/- under section 26 of the Bribery Act.


This was a case instituted by the Director General of the Commission to Investigate Allegations of Bribery or Corruption against the former Chairman of Deraniyagala Pradeshiya Sabha, Anil Champika Wijesinghe and the second accused former Technical Officer of Deraniyagala Pradeshiya Sabha, Cyril Abeywickrama. The 2nd accused Cyril Abeywickrama has pleaded guilty at the onset of the case.
The 1st accused of this case has solicited a bribe of Rs.5 lakhs from the complainant Nayana Thushari in order to issue a street line certificate for her land and has obtained a sum of Rs.4 lakhs through the 2nd accused. The prosecution of this case was led by Mrs. Anuradha Siriwardana, Assistant Director Legal of the Commission to Investigate Allegations of Bribery or Corruption.
